In order to do a good job in the re examination and admission of doctoral candidates in 2019 in our college, according to the requirements of the doctoral candidates' recruitment compendium of Jiangsu University in 2019, in line with the principles of fairness, justice and conducive to the selection of top innovative talents, and in combination with the actual situation of our college, the implementation rules are formulated.
I. enrollment plan
In 2019, the enrollment plan for doctoral students of our college is 12 (the actual index is subject to the one issued by the Graduate School), including 8 students who have been pushed out and tutored to enroll independently. The number of targeted students shall not exceed 15% of the total enrollment of the college.
II. Candidates for retest
In 2019, candidates with 40 scores in the English proficiency test for doctoral candidates can take part in the retest.
The doctoral candidates who are proposed to be admitted by the way of recommended exemption or tutor's independent recruitment will not participate in this retest.

IV. form and content of retest
1. At the time of reexamination, the qualification examination working group of the college is responsible for the examination of candidates' application materials and information verification, focusing on the examination of academic degree certificates (the examination of student cards for master students in school; the examination of academic certificate reports of the Ministry of education for overseas degree candidates), the second generation of resident identity cards and examination permits (all original copies are required). At the same time, the ideological and moral performance of examinees shall be examined, and those who fail to pass the ideological and moral assessment shall not be admitted.
2. The comprehensive ability assessment shall be organized and implemented by the retest working group of the college. The retest Working Group conducts a comprehensive evaluation on the candidates' academic level, scientific research ability, comprehensive quality and development potential in the field of this discipline. The scores are calculated on the basis of the percentage system, and are conducted in the form of interviews. The whole interview is recorded and videotaped.
Candidates with a number, PPT must not have the information of application tutor, before the interview centralized to a special computer. Candidates take 3 questions from the question bank and answer 2 questions. Experts can ask.
3. Calculation of retest results and total scores
(1) the formula for calculating the total score is: total score = English proficiency test score × 30% + academic research ability test score × 30% + comprehensive ability test score × 40%
The full score of comprehensive ability assessment is 100 points, and the score lower than 60 points is deemed as unqualified in the retest.
(2) calculation method of academic research ability assessment score: the total scores of academic papers, patents, projects and awards are calculated by converting the percentage system, as shown in the appendix.
V. quota of tutor enrollment
1. In principle, no more than one doctoral supervisor shall be enrolled each year, including no more than one directional student every two years;
2. For doctoral supervisors whose personnel relations and scientific research achievements are not in our institute, one person is limited to be recruited every two years;
3. All tutors who have cultivated Excellent Doctoral Dissertation of the province and the University shall be given priority to guarantee one doctoral student recruitment index under the same conditions.
Vi. admission method
The college determines the list of candidates according to the enrollment index and the total scores of the candidates. Admission categories are divided into non directional and directional categories. According to the regulations of the University, the number of directional students shall not exceed 15% of the total number of students enrolled by the college. According to the quota of enrollment of tutors in the unit, if the quota is exceeded, tutors can be selected in two directions.
All students (except those enrolled by the University's Youbo and the province's Youbo instructors) must pay the resource occupation fee of 10000 yuan to the college.
The tutors of University and provincial Youbo enjoy the policy of reducing the resource occupation fee of 10000 yuan (only once). The specific method is to adopt the high preferential policy (no repeated enjoyment Policy), that is, the preferential amount of master's resource occupation fee should be deducted from the 10000 yuan.
The personnel files and organizational relationship of the non directional doctoral students shall be transferred to our school; the on-the-job personnel shall obtain the consent of the personnel department of their unit before applying for the examination of the non directional doctoral students. If they are admitted, they shall resign from the original unit before entering the school and transfer the personnel files and organizational relationship to our school. After graduation, they shall be employed in "two-way selection". Before admission, the school signs a full-time orientation training agreement with candidates and their work units. After graduation, the graduation certificate, degree certificate and school roll file shall be sent by the school to the personnel department of the orientation unit. Those who fail to participate in the retest as required or fail to pass the retest will not be admitted.
